The Ministry of Defence (MoD) has been a client of Parity Consultancy Services for over a decade, during which time we have supported a number of programmes and key initiatives. One of the most beneficial of these is the Military Capability Output Costing Service programme, which provides a unique costing and data analytics service to support Defence decision making and forward programming.
The costing process within the MoD was retrospective and timeconsuming. The Equipment Deep Dive project was run within the MCOCS programme to support Business Change within the Defence Equipment and Support Agency. The implementation of a new operating model drove a requirement for access to types of cost data which were not available at the time.
Solution and Approach
Using the intelligent cost analysis approach developed to support the MCOCS Programme, the project team created a database of costs and supporting data by mapping data from multiple incompatible systems to optimise its use and turn incoherent data into useful information, knowledge and insight. The team mapped cost data against equipment categories, utilisation and demand, linking this to replacement costs, unfunded liability and hidden, indirect costs.
The project provided the customer with a comprehensive database of through life costs to support the planning and programming of Equipment Management in Defence.
